1. Security vs. Cost

Individual judgments without standards can be very strict on the parts that are pointed out, but extremely sweet on the areas where they aren’t pointed out.. And what is considered OK in the past could also be overturned by other people’s judgment.
2. Excessive self-regulation is carried out.
Security policies not only define “what can’t be done” but also serve as a criteria for “what should I do under what conditions?” If there is no standard, excessive risk avoidance will occur and significant reduction in operational efficiency.
